Fiscal court addresses audit issues

Addressing issues in an audit of the Harlan Fiscal Court, which has not been released to the media or public by the Kentucky State Auditor of Public Accounts, several actions were taken on motions made by Harlan County Judge-Executive Joe Grieshop during a meeting on Thursday.

A motion to amend the Administrative Code regarding changing the description of the position, county road supervisor, held by Marvin Goins, to road department supervisor was approved.

An LLC lease agreement between Rick Fox and Harlan Fiscal Court was approved. The property located at Coldiron contains approximately 2 acres adjacent to an entrance road owned by the county, which is currently under fence, which leads to buildings also owned by the county and occupied by Magnum Hunter Research.

The purpose of the lease is to allow the county to have a place to store equipment, vehicles and miscellaneous supplies associated with the use of the buildings owned by the county.

The one-year lease is with an automatic renewal and the county agrees to pay Fox $525 per month paid semi-annually. Fiscal court acknowledged this is a continuation of a verbal lease agreement which began in the fall of 2012.

A motion to deny hazardous duty coverage for appropriate employees was approved per the recommendation of the fiscal court 2012 audit.

An independent contractor’s contracts for Leo Miller as county road engineer and for Leo Miller and Associates Inc. for work on various projects were also approved.

A first reading on the amending of the Code of Ethics Ordinance 130.1 as amended by 230.0 Section II, Standards of Conduct was reflected.
