Harlan Fiscal Court on Tuesday heard a request from Certified County Road Supervisor Marvin Goins to purchase a sewer/tile cleaning machine from the Kentucky Transportation Cabinet’s surplus supply.


“To obtain this piece of equipment new would cost over $40,000,” said Goins during the special called meeting. “The one we’re getting is twice the size of the one I looked at for $44,000. So, I would estimate the cost of the one we’re getting, if new, anywhere from $44,000 to $60,000.”


Through the state’s surplus equipment program, Goins said he will be able to purchase “this much needed piece of equipment” for $2,500.


“This is a really good piece of equipment,” said Magistrate Jonathan Pope. “I’ve actually run this type of machine before. It will save us a lot of money on our road washouts and replacing culverts. That’s a good move.”


Goins said the piece of equipment “will be an asset to the county,” because they will now be able to clean tile and culverts without having to tear asphalt out to get to the blockages.


“This piece of equipment will pay for itself in a very short time,” said Goins.


A motion was made and approved to allow Goins to make the purchase.


In other action the court:


*Accepted the Harlan County Sheriff’s Office official receipts for the 2013 unmined coal tax bills;


*Opened bids for courthouse tile and floor coverings for three county offices and awarded that bid to Carpet Mart in the amount of $23,405.63.
