A Harlan man faces charges including attempted murder after he allegedly shot a man in the chest, robbed him and threatened to kill his girlfriend’s family.


Cletus Robbins, 58, was arrested by Kentucky State Police Trooper Danny Caudill on Sunday.


According to the citation, Det. Craig Miller obtained an arrest warrant after Robbins restrained Benji Stout and shot him in the chest on May 2.


The citation states Robbins and other co-defendants then robbed Stout of $2,400 in cash. Robbins and the other co-defendants then made threats to kill Stout’s girlfriend’s entire family if they went to the police.


The citation states Robbins was arrested on Waldon Road at approximately 8:15 p.m.


Robbins was charged with attempted murder, first-degree robbery, terroristic threatening and kidnapping with serious physical injury.


Robbins was lodged in the Harlan County Detention Center on a $100,000 full cash bond.


The case is under investigation by Miller.


Arbin Shepherd, 58, of Mary Alice, was arrested Wednesday afternoon and charged with first-degree robbery, kidnapping with physical serious injury and first-degree terroristic threatening. He was being held in lieu of a full cash $100,000 bond.


He was arrested at approximately 3 p.m.


Trooper Brandon Burton was the arresting officer.


The Enterprise was not able to obtain the arrest citation details on Shepherd late Wednesday afternoon because it had not yet been received at the circuit clerk’s office.


The Kentucky State Police has not released any information at this time as the incident is still under investigation.
