The following cases have been heard in Harlan District Court, Judge Jeff Brock presiding.

Jimmy W. Carmical, 61, violating federal safety regulations, escaping contents on roadway — continued for arraignment.

Brian D. Saylor, 28, escaping contents on roadway — continued for arraignment.

Kenneth E. Saylor, 39, disregarding traffic control device (traffic light), operating vehicle on suspended/ revoked operator’s license, failure to wear seat belt — continued for arraignment.

Ondria L. Hickey, 31, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense), failure to register transfer of a motor vehicle, failure to wear seat belt — first three charges, continued for arraignment Dec. 22; other charge dismissed on warning.

Charles R. Fields, 64, escaping contents on roadway — continued for arraignment Dec. 22.

Kevin W. Napier, 22, failure to wear seat belt, instructional permit violations, failure to produce insurance card, expired or no Kentucky registration receipt, expired or no registration plate — continued for arraignment Feb. 2.

Amy Middleton, 24, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense), failure to register transfer of a motor vehicle — dismissed on proof.

Michelle L. Jenkins, 36, expired or no registration plate, expired or no Kentucky registration receipt, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense) — failed to appear for hearing.

Jonathan D. Mills, 25, improper equipment, expired or no Kentucky registration receipt, speeding (five miles per hour over the limit) — first two charges, pleaded guilty, fined $75 (court costs waived); other charge dismissed.

Charlotte McKnight, 34, operating vehicle on suspended/revoked operator’s license — continued for arraignment.

Silas Dixon, 37, operating vehicle on suspended/ revoked operator’s license, failure to wear seat belt, license plate not illuminated, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense), license plate not legible, expired or no registration plate, expired or no Kentucky registration receipt — first six charges, continued for arraignment Dec. 22; other charges dismissed on proof.

Johnny D. Joseph, 41, failure to produce insurance card, expired or no Kentucky registration receipt — dismissed on proof.

Jerry Claiborn, 18, operating all-terrain vehicle on roadway, failure to produce insurance card, expired or no Kentucky registration receipt, expired or no registration plate — continued for arraignment.

Jesse J. Clayborn, 15, operating all-terrain vehicle on roadway, failure to produce insurance card, expired or no Kentucky registration receipt, expired or no registration plate — continued for arraignment.

Joseph A. Wright, 18, improper equipment, speeding (five miles per hour over the limit) — first charge, fined $50 (court costs waived); other charge dismissed.

Jack Edmonds, 61, improper passing, speeding (five miles per hour over the limit) — dismissed on warning.

Bryan M. Sanders, 33, speeding (20 miles per hour over the limit) — fined $133 and sentenced to traffic school.

Frances F. Holland, 45, speeding (14 miles per hour over the limit), failure to use child restraint device in vehicle — first charge, amended to defective equipment, pleaded guilty, fined $75 (court costs waived) on both charges.

Benny R. McIntosh, 26, speeding (12 miles per hour over the limit), failure to wear seat belt, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense), improper equipment — continued for arraignment Dec. 22.

Anthony Buice, 22, no operator’s/moped license, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense) — continued for arraignment.

Terry L. Vickery, 34, speeding (10 miles per hour over the limit), violating federal safety regulations — failed to appear for hearing.

Gary W. Whitman, 37, first-offense driving under the influence of alcohol/ drugs, improper passing, reckless driving, license to be in possession — pleaded not guilty, jury trial set April 21.

April Johnson, 34, failure to use child restraint device in vehicle, two counts of failure to wear seat belt — first charge, fined $50 (court costs waived); other charge dismissed.

Tricia L. Jarvis, 41, failure to produce insurance card, failure of owner to maintain required insurance/security (first offense), expired or no registration plate, expired or no Kentucky registration receipt, improper registration plate, disregarding stop sign, careless driving — first charge, fined $183; other charges dismissed on proof and warning.

Karen S. Wynn, 46, failure of owner to maintain required insurance/security (second offense or more), expired or no Kentucky registration receipt, failure to produce insurance card — first charge, amended to failure to have insurance, fined $633; other charges dismissed.

Sara J. Freeman, 51, expired or no registration plate, expired or no Kentucky registration receipt, improper registration plate, expired or no other state registration receipt or plate, failure of owner to maintain required insurance/security (first offense), failure to produce insurance card — first four charges, continued for arraignment; other charges dismissed.

Bradley J. Bryant, 21, failure to produce insurance card, improper lane usage/ vehicles keep to right except to pass, failure of owner to maintain required insurance/security (first offense) — first two charges, pleaded guilty, fined $203; other charge dismissed.

Katherine Lynn Bailey, 34, disregarding stop sign, failure to wear seat belt — failed to appear for hearing.

Daniel C. Belcher, 27, expired or no registration plate, expired or no Kentucky registration receipt, improper registration plate — continued for arraignment.

David R. Caldwell, 20, speeding (16 miles per hour over the limit), failure of owner to maintain required insurance/security (first offense), failure to produce insurance card — first charge, fined $133 and sentenced to traffic school; other charges continued for arraignment Feb. 16.

William D. Cox, 27, operating vehicle on suspended/ revoked operator’s license — continued for arraignment April 13.

Phillip K. Johnson, 30, speeding (12 miles per hour over the limit), expired or no registration plate, expired or no Kentucky registration receipt, operating vehicle on suspended/revoked operator’s license — first three charges, continued for arraignment Dec. 22; other charge dismissed.

Larry A. Jones, 56, no semi-trailer plate, expired or no Kentucky registration receipt, failure to display exterior weight decal for vehicle operating under exterior weight, no Kentucky motor fuel users license, two counts of operating with inactive/canceled/revoked weight distance tax license, no weight distance tax license, expired or no registration plate — dismissed on proof.

Bobbi L. Foley, 30, expired or no registration plate, expired or no Kentucky registration receipt, failure of owner to maintain required insurance/security (first offense), failure to produce insurance card, operating vehicle on suspended/revoked operator’s license — continued for arraignment.

Dustin B. Wilson, 21, improper start from the parked position, failure of owner to maintain required insurance/security (first offense), failure to register transfer of a motor vehicle — continued for arraignment.
