Harlan County Sheriff’s Capt. Kenneth Sergent arrested Jerry Wayne Owens, 63, on the warrant. His charges are first-degree rape and first-degree sodomy.
It is alleged on the indictment that between January 2005 and July 3, 2008, Owens engaged in sexual intercourse with a minor, who was incapable of consent because she was less than 12 years old.
The indictment also states that Owens allegedly committed the offense of sodomy by engaging in deviate sexual intercourse with a minor, who was less than 12 years old, by forcible compulsion.
Owens was lodged in the Harlan County Detention Center, with bond set at $100,000 full cash.
In other police news:
•• Otis Hensley, 52, of Wallins, was arrested Monday by Harlan County sheriff’s deputy Eddie Jones on a warrant obtained by the father of two young girls.
Hensley was charged with first-degree attempted unlawful transaction with a minor. The warrant was issued by the Harlan County Attorney’s Office.
According to the warrant, Hensley knowingly attempted to induce two girls, ages 11 and 13, to engage in illegal sexual activity.
Hensley was lodged in the Harlan County Detention Center with bond set at $5,000 full cash. The charge against Hensley is a Class B felony.
Hensley unsuccessfully ran in two races for governor.
•• George Derrick Abbott, 26, of Cawood, was arrested by deputy Josh Howard on two counts of first-degree wanton endangerment, operating a motor vehicle on a suspended license, reckless driving, fleeing or evading police, failure of owner to maintain required insurance, no/expired registration plates, operating an ATV on roadway and operating an ATV without headgear.
•• Jimmy Caudill, 41, of Lejunior, was arrested on charges of first-, second, and third-degree trafficking a controlled substance, trafficking a legend drug, prescription controlled substance not in original container and possession of drug paraphernalia.
•• Charles Glen Wilkerson, 46, of Evarts, was arrested on a charge of second-degree burglary.
