Deborah Kay Norris, 39, was indicted on charges of criminal facilitation to rape, criminal facilitation to sodomy and two counts of criminal facilitation to unlawful transaction with a minor.
According to the indictment, it is alleged that Norris engaged in conduct which knowingly provided an individual with means or opportunity to engage in sexual intercourse with the 14-year-old.
It is also alleged that Norris engaged in conduct,which knowingly provided an individual with means or opportunity to engage in illegal controlled substance activity by supplying the minor with pills.
The case was investigated by Kentucky State Police Det. Michael Cornett and presented to a Harlan County Grand Jury.
Norris was arrested in Bell County on the indictment. She was lodged in the Harlan County Detention Center by deputy Wayne Creech on a $100,000 bond.
Another arrest is pending in the case.

-- Damiano Kayoto Delaney, 25, of Harlan, was arrested on an indictment warrant by Harlan City Police officer George Young.
Young said when he went to a residence to arrest Delaney, other drugs were visible. Young said he requested the assistance of Harlan County sheriff's officer Josh Howard and his K-9 unit, Dasty.
Young said the search resulted in the discovery of a quantity of cocaine and cash. Assisting with the search were Harlan Chief Frank Doan, Sheriff Marvin Lipfird and officers.
Delaney was arrested on charges of two counts of first-degree trafficking a controlled substance and an additional charge of first-degree trafficking a controlled substance.
-- Chris Robbins, 23, of Wallins, was served an indictment warrant by deputy Silas Whitehead on charges of third-degree burglary and two counts of theft by deception under $300.
-- Robert Wayne Williams, 38, of Dayhoit, was arrested by Young on a charge of theft by deception over $300.
-- Matthew William Hall, 20, of Mary Alice, was arrested by Harlan City Police officer Eric Saylor on a charge of receiving stolen property over $300.
-- Julia Sizemore Foster, 31, of Cawood, was arrested by KSP trooper Bryan Johnson on charges of theft of identity and theft by deception over $300.
