With the help of a tipster, the Kentucky State Police were able to charge Dallas Webb, who was identified as the man caught on tape in an alleged theft that occurred on Daniels Mountain in Wallins Creek.

KSP Trooper Kevin Miller said the theft took place between July 11 and July 28. On Aug. 3, KSP received a call from Robert Hartwick in Wallins stating that someone had entered his property and taken a lawn mower valued at over $500.

“Mr. Hartwick’s home surveillance system was able to catch the perpetrator on video removing the lawn mower from his property and loading it in his vehicle. The theft had occurred several days earlier,” Miller said.

Miller had exhausted sources in trying to locate the perpetrator, and on Aug. 9, he contacted the Harlan Daily Enterprise and supplied them with still photos from the video of the perpetrator.

The Enterprise posted the photographs on their websites and Facebook sites for both the Harlan Daily Enterprise and Middlesboro Daily News.

“Within minutes, the calls started coming in with possible suspects. However, one anonymous caller gave the exact information needed and upon investigation it was confirmed that the alleged perpetrator was Dallas Webb, 44, of Hulen,” Miller said.

Miller obtained a warrant for Webb for theft by unlawful taking over $500.

Webb, who was already lodged in the Harlan County Detention Center on prior charges, was served with the warrant, which has a $1,000 full cash bond. Three additional E-warrants from Bell County were also served on Webb.

As of the time of this release, the lawn mower has not been recovered.

Miller expressed his appreciation to the Enterprise and to the citizens who called with information regarding this case.

“Without their help, the investigation could have taken much longer,” Miller said.

The case remains under investigation by Miller.
