The Harlan County Conservation District and Harlan Fiscal Court hosted their annual Buy Back Project at the Harlan County Recycling Center, in Baxter, on Wednesday where 5,855 tires and 40 appliances were bought. Residents were paid $1 per tire and $10 per appliance or metal equivalent.The funds came from the Kentucky Division of Conservation Environmental Grant Program.
