Kentucky State Police Trooper Jared Boggs arrested two people after stopping a vehicle due to a warrant on the driver. Fred Scott Howard, 34, of Baxter, and Chandra Blevins, 29, of Harlan, face multiple charges including receiving stolen property.
According to the citation, on Jan. 3, Howard unlawfully took a purse belonging to Vanessa Webb that contained personal information including a credit debit card, a SNAP (food stamp) card, keys and other personal items. Howard allegedly used the debit card at Home Federal Bank where he is shown on security cameras. The SNAP card was used at Tremont Service Station and the Save-A-Lot in Harlan.
Boggs is the case officer.
Another citation issued to Howard states that during the traffic stop, Boggs found several operator’s licenses, Social Security cards and several checks belonging to different people. Some of the items were found to belong to people in Harlan, Tazewell, Tenn., Knoxville, Tenn. and Jacksonville, Fla. A purse located underneath the passenger seat where Blevins was sitting was found to contain four needles and a spoon with a blue residue on it.
The Blevins’ citation states Boggs observed her trying to hide evidence of stolen property and drug paraphernalia under the seat while Boggs was talking to Howard outside the vehicle.
Howard was charged with fraudulent use of a credit card under $500 within a six month period, theft by unlawful taking, theft of identity of another without consent, second-degree criminal possession of a forged instrument, receiving stolen property under $500 and possession of drug paraphernalia.
Blevins was charged with theft of identity without consent, second-degree criminal possession of a forged instrument, receiving stolen property under $500, possession of drug paraphernalia, tampering with physical evidence and public intoxication by a controlled substance (excludes alcohol).
In other police activity, Kenneth Valentine, 46, of Lagrange, was arrested by Harlan City Police officer Mike Ashurst on a charge of flagrant non support.
Valentine was lodged in the Harlan County Detention Center on a $13,000 full cash bond.
