Harlan City Police Cpl. Jeff Owens received the Governor’s Office of Highway Safety Award recently at the Galt House Suites in Louisville. With 38 driving under the influence arrests in 2012, this is the third year in a row Owens has received this award for the apprehension of impaired drivers.
