City police conduct drug raid

A Harlan man faces multiple charges after officers from the Harlan City Police Department executed a search warrant at a home in Clovertown.

Bob Muncy, 66, was arrested and charged with trafficking a legend drug, two counts of second-degree trafficking a controlled substance and second-degree illegal sale of alcohol in a dry territory on Friday.

Cpl. Jeff Owens said after receiving a complaint that Muncy was selling alcohol and narcotics illegally, a joint investigation between himself and Officer Matt Cope was set into place. Owens said he and Cope went to the residence and observed a heavy flow of traffic traveling to and from the residence.

“Shortly after midnight on Friday I went to the residence of Mr. Muncy undercover and purchased eight cans of beer for $10.25,” said Cope. “This morning a search warrant was obtained for his residence, along with an arrest warrant for the illegal sale of the alcohol. This is his second offense, having been arrested one time prior by the Harlan Police Department a few years ago. At 2:30 p.m. on Friday that search warrant was executed at Muncy’s residence.”

Police said 450 cans of beer, 13 Gabapentin 800 mg, 56 Neurontin 800 mg, 73 roxicodone, one Suboxone strip and $2,542 in cash was seized during the search.

“Upon execution of the search warrant there were two other people at the residence. Both of those people had in their possession marijuana,” said Cope. “Bobby Vaughn, 44, of Harlan, and Larry Vick, 55 of Evarts,were cited to court and then released after being charged with possession of marijuana, a misdemeanor. Other people who were at the residence who had money in their possession admitted they had purchased alcohol from Mr. Muncy and received change from their transaction. We were able to recover some of the money used to purchase the alcohol during the night in the money they had in their possession.”

Owens said knowing a prom was scheduled for the weekend officers wanted to ensure none of the confiscated items got into the hands of teenagers.

“The safety of the community was key to this investigation and arrest,” said Owens.

Muncy was lodged in the Harlan County Detention Center.
