Man turns himself in on assault charge

A Wallins man turned himself in to police at the Harlan County Justice Center on Wednesday after learning that there was a warrant out for his arrest.

Matt Harris, 22, was arrested and charged with second-degree assault. The charges against Harris stem from a warrant obtained by Christopher Robbins, also of Wallins.

Harris is accused of assaulting Robbins with a dangerous instrument on Feb. 20. He allegedly struck Robbins several times, causing physical injury.

Wallins City Police Chief David Williams served the warrant. Harris was lodged in the Harlan County Detention Center overnight with his bond set at 10 percent of $10,000. He appeared in Harlan District Court on Thursday to be arraigned on the assault charge. Harris was released by Harlan District Court Judge Phillip Hamm on his own recognizance. A preliminary hearing is set for March 7.

In other police action:

n Kimberly Z. Ballenger, 49, Hustonville, was arrested Wednesday and charged with expired registration plates, failure to register or transfer a motor vehicle, failure to wear a seat belt, following to closely, improper plates, no insurance, no registration receipt and operating a motor vehicle on a suspended license.

n Chris M. Bledsoe, 28, Evarts, was arrested Wednesday and charged with driving on a suspended license (first offense).

n Oney Wayne Brown, 19, Cranks, was arrested Thursday and charged with second-degree criminal trespassing.

n Jason Deal, 28, Benham, was arrested Wednesday and charged with fourth-degree assault, terroristic threatening and first-degree wanton endangerment.

n Alan A. Helvey, 21, Baxter, was arrested Wednesday and charged with DUI (first offense) and failure to wear a seat belt.

n Melissa M. Howard, 31, Loyall, was arrested Wednesday and charged with operating a motor vehicle on a suspended license.

n Gerritt C. Jones, 20, Lynch, was arrested Wednesday and charged with DUI-D (second offense), first-degree possession of drug paraphernalia, possession of marijuana and rear license plate not illuminated.

n Michael Kelly, 41, Speedwell, Tenn., was arrested Wednesday and charged with DUI (first offense), expired registration receipt, no registration receipt and one headlight.

n Rettie D. Morris, 30, Grays Knob, was arrested Wednesday and charged with DUI-D (second offense), no insurance and failure to wear a seat belt.

n Jerry Rose, 51, Cumberland, was arrested Wednesday and charged with being a fugitive from justice out of Virginia and trafficking a controlled substance within 1,000 yards of a school.

n Justin A. Templeton, 18, Wallins, was arrested Wednesday and charged with operating an ATV on the roadway, no insurance, no operator's license and reckless driving.
