In an unusual turn of events, a Dayhoit man was arrested Monday for threatening Harlan EMS workers who arrived to treat his friend, who had previously been beaten by an unknown assailant.

Michael "Didders" Cloud, 18, was charged with disorderly conduct, two counts of first-degree wanton endangerment and tampering with physical evidence by Loyall Police Chief Silas Whitehead.

Billy Jennings, 26, also of Dayhoit, was transported to Harlan Appalachian Regional Hospital with several severe lacerations to the head.

Whitehead said the two were walking home from the Loyall Post Office, approximately 75 feet apart, alongside KY 840 near Park Hill. A vehicle carrying three people pulled up and an unidentified man got out and chased down Jennings, picking up a rock and hitting him repeatedly. A witness from Rio Vista saw the incident and called for help.

Harlan EMS workers arrived on the scene, where Cloud was reportedly cursing and throwing a fit. As they attempted to treat Jennings, Cloud allegedly went after one of the workers, wielding a barber-shop style straight-edge razor.

Harlan EMS called Whitehead, and when he arrived, Cloud allegedly threw the razor over the hill.

Cloud was taken to the Harlan County Detention Center, but no arrest has been made concerning the person who attacked Jennings.

The incident remains under investigation by Whitehead and arrests are pending.
