Leases for park access reviewed

The Harlan County Fiscal Court met in special session Wednesday to authorize the signing of lease agreements for roadways at the Black Mountain Recreational Park.

The two lease agreements discussed were the Asher property and Linda Foster's property.

"By adding on additional properties, we're able to position ourselves better," said Harlan County Judge-Executive Joe Grieshop. "It is not what you would consider as a trailhead. The trailhead remains in Evarts. These lease agreements are for access points and emergency exiting points."

The lease agreements would be for five years at $1 per year for the Foster property and $500 per year for the Asher property.

The magistrates agreed for the lease agreement to be signed for the Asher property, but magistrate Chad Brock wanted to take a look at the Foster property before he makes any agreement.

"I'd like more time to look at it ... and ride that trail to see how it is, because honestly, I have had people saying it's real steep," said Brock.

Grieshop said that after fiscal court members visit the Foster property, it would be placed on a new agenda.

In other matters, the fiscal court:

-- Agreed for TEA-21 money to be used on the Putney Ranger Station.

"We have reached an agreement with the state where TEA-21 money could be used on the Putney Ranger Station," Grieshop said. "We would be able to share the use of the property, and the state would retain the ownership. It would be a way to get it fixed up. Our main goal is to get it preserved."

-- Heard discussion from visitors about controversy on the Daws Branch Road across Pine Mountain. Grieshop stated that there is a civil court action involving this particular road and once the dispute was settled in court, the discussion of the county maintaining the road could be revisited in fiscal court.

-- Accepted the Harlan County Sheriff's Office receipts for 2005 property tax bills.

-- Agreed to pay bills.

-- Accepted budget transfers.
