Steven A. Mefford, 37, was charged with first-degree possession of a controlled substance (first offense), buying or possessing drug paraphernalia, tampering with physical evidence and public intoxication of a controlled substance.
According to the uniform citation, while Harlan County Sheriff's Deputy Jayson Howard was attempting to serve papers on Legget Street in Wallins, he allegedly observed Mefford throw what appeared to be a syringe out the driver-side window of his vehicle.
The citation further states that after approaching Mefford's vehicle, Howard allegedly saw half of a green, round pill in the floorboard and a syringe outside the driver's side of the vehicle.
The citation also states that a search of the vehicle revealed one round pill in the driver's seat bearing "OC 40," and a partial piece of another pill. Also found was three-fourths of a pill bearing "OC 80."
Neither Mefford nor his passenger would claim any of the items listed.
Mefford was lodged in the Harlan County Detention Center.
His bond was set at $10,000 at 10 percent.

-- Homer Boggs Jr., 31, of Benham, was arrested and charged with theft by unlawful taking and second-degree criminal possession of a forged instrument. Bond was set at $7,000 at 10 percent.
-- Charlene Harris, 32, of Baxter, was arrested and charged with public intoxication of a controlled substance. Bond was set at $2,000 at 10 percent.
-- Brenda K. Neeley, 40, was arrested and charged with theft by deception.
-- Eva Vasquez, 36, of Evarts, was arrested and charged with a probation violation.
-- Ruby L. Griffith, 34, was arrested and charged with alcohol intoxication.
-- Mark D. Cox, 42, was arrested and charged with operating a motor vehicle under the influence of alcohol or drugs.
-- Heather J. Branim, 18, was arrested and charged with no or expired registration plates, no insurance, failure to wear seat belts, operating a motor vehicle under the influence of alcohol or drugs and no or expired registration plates.
-- Nancy Bailey, 55, was arrested and charged with violation of Kentucky Emergency Protective Order.
