Baxter man indicted for sexual abuse

The Harlan County Sheriff's Department has been faced with a busy week by arresting several people recently indicted by the Harlan County Grand Jury, including one in for six counts of first-degree sexual abuse.

Stephen Farmer, 29, of Baxter, is charged with two counts of first-degree criminal abuse, in addition to the sexual abuse charges.

Farmer was investigated by Kentucky State Police Det. Doyle Halcomb. According to the indictment, Farmer subjected the victim, who was incapable of consent because she was physically helpless, to sexual contact.

It is also alleged that he abused the victim and placed her in a situation that may have caused serious physical injury.

Farmer was arrested on the indictment warrant on Monday by deputy Jayson Howard and Sgt. Mike Lunsford and lodged in the Harlan County Detention Center with bond set at $55,000.

Others arrested on indictment warrants included:

-- Steven Click, 47, of Wallins, is charged with first-degree fleeing and evading a police officer, first-degree wanton endangerment, third-degree assault and second-degree persistent felony offender.

Click was investigated by Kentucky Vehicle Enforcement officer Ken Hightower after he allegedly failed to stop his vehicle while an officer was in pursuit and intentionally attempted to injure Hightower by fighting with him.

Click was arrested on the indictment warrant by several police officers and lodged in jail with bond set at $50,000.

-- Christopher Gross, 25, of Wallins, is charged with first-degree criminal possession of a forged instrument. He was investigated by Harlan City Police officer George Young. He was arrested on the indictment warrant by Howard and Lunsford and lodged in jail with bond set at 10 percent of $10,000.

-- Kathy Hagle, 22, of Baxter, is charged with two counts of second-degree criminal possession of a forged instrument.

It is alleged that Hagle possessed a forged check drawn on Bettina Taylor's checking account. She was arrested by Lunsford and deputy Jason Snelling on the indictment warrant and lodged in jail with bond set at 10 percent of $5,000.

-- Michael Lowe, 32, of Coxton, is charged with theft by unlawful taking of property valued over $300 and second-degree persistent felony offender.

It is alleged in the indictment that Lowe stole two guns belonging to Robert Scearse on May 16. Lowe was arrested by Lunsford and Evarts City Police officer Mike Sizemore and lodged in jail on a $25,000 bond.

-- Kristi Turner, 29, of Coxton, is charged with fraudulent use of a credit card.

It is alleged in the indictment, Turner possessed a credit card owned by the Black Mountain PTO, which she used as her own by obtaining money, goods and services valued at over $100.

Turner was investigated by deputy John D. Noe and arrested on the indictment warrant by Lunsford and Sizemore. She was lodged in jail with bond set at 10 percent of $5,000.

-- Clarence Deal Jr., 20, of Cumberland, is charged with two counts of first-degree unlawful transaction with a minor less than 16 and one count of second-degree unlawful transaction with a minor.

Deal was arrested on the indictment warrant by deputies Joey Vicini and Eddie Jones and lodged in jail with bond set at $45,000. He pleaded not guilty in Harlan Circuit Court on Thursday and a jury trial was set for March 2.

-- Mark Williams, 33, of Cumberland, is charged with his fourth offense of operating a motor vehicle under the influence of alcohol or drugs within five years and operating a motor vehicle on a suspended license.

Williams was arrested on the indictment warrant by Vicini and Jones and lodged in jail with bond set at $11,000.

-- Robert Lee Sturgill, 35, of Cumberland, is charged with first-degree burglary, theft by unlawful taking of a firearm, first-degree criminal mischief, alcohol intoxication, disorderly conduct and resisting arrest.

Sturgill was lodged in jail with bond set at $27,000. He pleaded not guilty in circuit court Thursday and his trial date was set for March 28.
