Police reportedly confiscated a quantity of crack cocaine Friday night during a traffic stop at Dayhoit.
Harlan County sheriff's deputy David Williams said he observed a vehicle traveling along U.S. 119 being driven poorly and initiated a traffic stop at Dayhoit.
Williams said when he approached the vehicle, he could smell an odor of marijuana coming from inside.
Williams said Kentucky State Police trooper Jared Boggs and Loyall City Police Chief Owen Noe were nearby and assisted in the search of the vehicle. Deputy Josh Howard and K-9 unit Dasty also responded.
Williams said a small bag of marijuana was found in passenger Damiano Delaney's shoe. Williams said a quantity of crack cocaine was found between the seats of the 1994 Lincoln.
During the search of the vehicle, Williams said Dasty became ill. He said they were not sure what the service animal had gotten into, but the animal has since recovered.
Williams said other officers assisted at the stop, including sheriff Marvin Lipfird.
Delaney, 25, of Harlan, and the driver, Jessica Helton, 19, of Loyall, were both charged with second-degree assault on a service animal, first-degree trafficking a controlled substance and possession of an open alcoholic beverage container in a motor vehicle. Delaney was additionally charged with possession of marijuana and public intoxication.
Helton was also charged with operating a motor vehicle under the influence, failure to produce insurance card, no proof of insurance and no/expired Kentucky registration receipt.
Helton and Delaney were both lodged in the Harlan County Detention Center.
In other police news:
-- James Roger Noe, 27, and Debra Noe, 27, were both charged with theft by deception (cold check over $300), second-degree possession of a forged instrument and two counts of theft by unlawful taking of property valued over $300 (firearm).
Harlan City Police Chief Frank Doan said his department received a complaint that Roger Noe had a check missing from his checkbook and it had been used at a local store. Doan said video surveillance revealed that the check was used to purchase a television, and James and Debra Noe were on video conducting the transaction.
Doan said the cost of the TV was nearly $700. Doan said the investigation resulted in James and Debra Noe bringing the money value to the police station, along with six guns that were also stolen from Roger Noe, which the Kentucky State Police is investigating.
James and Debra Noe were arrested by officer George Young and lodged in the Harlan County Detention Center. The case remains under investigation by Young.
KSP trooper Edward Abner obtained warrants and served them on James and Debra Noe for the alleged theft of the guns.
-- Ryan Delane Burns, 20, of Hamline, W.V., was arrested on a warrant on charges of third-degree burglary, theft of a controlled substance over $300 and first-degree criminal mischief.
-- Christopher M. Aslinger, 29, of Ages, was arrested by Howard.
Aslinger was arrested on two counts of contempt of court on charges of first-degree criminal mischief.
-- William F. Lucas, 26, of Wallins, was arrested by Boggs on charges leaving the scene of an accident, licenses and tags-tag to be affixed to collar, advertise/solicit/operate boarding home without registration, failure to use child restraint device in vehicle and failure to maintain insurance.
