The following cases have been heard in Harlan District Court, Judge Jeff Brock presiding.

Oscar D. Whitehead, 31, failure to wear seat belt — failed to appear for hearing.

Austin Vannatter, 18, speeding (10 miles per hour over the limit), instructional permit violations — continued for arraignment April 2.

David Eugene Dunson, 52, speeding (10 miles per hour over the limit), no operator’s/moped license, failure of owner to maintain required insurance/security, expired or no Kentucky registration receipt, unapproved/no eye protective device (motorcycle), no rear-view mirror on motorcycle, failure to comply with helmet law — failed to appear for hearing.

Brian M. Boggs, 29, public intoxication of a controlled substance (excludes alcohol), second-degree possession of a controlled substance, advertisement for drug paraphernalia, tampering with physical evidence, controlled substance prescription not in original container — preliminary hearing scheduled April 2.

Heather Holland, 27, failure to produce insurance card, expired or no registration plate, expired or no Kentucky registration receipt, failure of non-owner operator to maintain required insurance — first charge, pleaded guilty, fined $50 (court costs waived); other charges dismissed.

Willie Sanders, 44, failure to produce insurance card — dismissed.

Jimmy D. Gambrel, 61, second-degree assault, two counts of first-degree wanton endangerment — preliminary hearing scheduled April 2.

Hurlen Couch, 31, failure of owner to maintain required insurance/security — dismissed on proof.

Hurshel Starrett, 53, second-degree disorderly conduct, menacing, resisting arrest — first charge, pleaded guilty, fined $183; other charges dismissed.

Danny L. Roy, 47, harassing communications — dismissed on agreement.

Joshua P. Mendoza, 28, third-degree criminal mischief — continued for arraignment April 9.

Carolyn Cochran, 51, theft by deception (under $500) — continued for arraignment May 9.

Christina C. Branham, 26, failure of owner to maintain required insurance/ security, failure to produce insurance card — first charge, pleaded guilty, fined $633; other charge dismissed.

Michael Wichman, 21, driving under the influence of alcohol/drugs, instructional permit violations — failed to appear for hearing.

Misty Mullins, 38, four counts of theft by deception (under $500) — continued for arraignment May 9.

Roger W. McKnight, 21, expired or no Kentucky registration receipt, expired or no registration plate, failure to register transfer of a motor vehicle, failure of owner to maintain required insurance/ security, expired temporary plate — dismissed on proof.

Michael R. Travis E. Johnson, 23, alcohol intoxication in a public place, second-degree disorderly conduct, menacing — pleaded guilty, fined $125 (court costs waived).

Tammy Mills, 40, second-degree disorderly conduct, fourth-degree assault (minor injury) — first charge, pleaded guilty, fined $233; other charge dismissed at request of victim.

Timothy Caldwell, 37, theft by deception (under $500) — dismissed.

Tina M. Kelp, 34, driving under the influence of alcohol/drugs, first-degree disorderly conduct, controlled substance prescription not in original container, fourth-degree assault (no visible injury) — first three charges, pleaded guilty, fined $858, operator’s license suspended 30 days and sentenced to driving school; other charge dismissed at request of victim.

Annette M. Turner, 46, third-degree unlawful transaction with a minor — continued for arraignment.

Anthony J. Carr, 41, driving under the influence of alcohol/drugs — pleaded guilty, fined $708, operator’s license suspended 30 days and sentenced to driving school.

Amber Nicole Stepp, 22, third-degree possession of a controlled substance, failure to produce insurance card, operating vehicle on suspended/revoked operator’s license, failure of owner to maintain required insurance/security — first charge, amended to controlled substance prescription not in original container, pleaded guilty, fined $283 on the first three charges; other charge dismissed.

William Joseph Morgan, 48, menacing — pleaded not guilty, jury trial set July 17.

Willie Bob Irvin Sr., 79, two counts of theft by deception (under $500) — dismissed.

David L. Smith, 51, driving under the influence of alcohol/drugs — pleaded guilty, fined $708, operator’s license suspended 30 days and sentenced to driving school.

Jennifer Grosnell, 36, possession of synthetic cannabinoid — pleaded guilty, fined $233 and sentenced to 30 days in jail (probated 12 months).

Danny W. Jones Jr., 27, failure of owner to maintain required insurance/security, obstructed vision and/or windshield, failure of transferee of vehicle to promptly apply for new title/registration, no tail lights — first two charges, pleaded guilty, fined $625 ($400 suspended, court costs waived); other charges dismissed.

Tamala Howard, 41, expired or no Kentucky registration receipt, expired or no registration plate, failure to register transfer of a motor vehicle, failure of owner to maintain required insurance/ security, failure to wear seat belt, no operator’s/moped license, driving under the influence of alcohol/drugs — pleaded not guilty, jury trial set June 19.

Jason Hatfield, 30, theft by deception (under $500) — dismissed.

Harry L.
