David Vance of Vance Title Research in Harlan, captured a pristine moment of the city of Harlan on Thursday after a storm dumped around 4 inches of snow on the lower elevations. Vance was able to photograph the city from Ivy Hill at the right moment to produce a picture that could serve as a Christmas or post card.
