Georgia man arrested on theft charge

Harlan City Police have arrested a Georgia man following an investigation into stolen items that turned up in a local pawn shop. Cody Dale Shepherd, 18, of Dalton, was arrested March 6.

Officer Derick Noe stated in the complaint that between Feb. 4 and Feb. 15, Shepherd possessed and pawned three stolen rings, two bracelets and a chain that belonged to Sandra Hensley. Shepherd pawned the items to the Harlan Pawn Shop. Shepherd performed this action as if the items were his personal property. The value of the items is in excess of $1,000.

Harlan City Police Sgt. George Young executed the arrest warrant. Young stated in the citation that Shepherd was read his Miranda rights and “freely gave a statement regarding his involvement and that he is in fact the person.” The citation shows Shepherd was arrested in the Huddle House parking lot at 2:22 a.m. Wednesday.

Shepherd was charged with theft by deception including cold checks under $10,000 and receiving stolen property under $10,000.

Shepherd was lodged in the Harlan County Detention Center on a $2,000 bond and released on bond Friday.

In other police activity:

* Kentucky State Police arrested a Coldiron man on a charge stemming from the theft of a pickup truck. Wallace L. Saylor, 40, was arrested Thursday following an investigation by KSP Trooper James Earl Hensley. Hensley stated in the complaint that Saylor unlawfully took a Ford Ranger belonging to Zack Walley on Jan. 16. Saylor then sold the truck to Lewis Recycling. The vehicle is valued at over $1,000.

Saylor was charged with theft by unlawful taking and transported to the Harlan County Detention Center. Saylor was placed on a $1,000 bond requiring 10 percent cash. Saylor was released on bond Thursday;

* Christopher Osborne, 18, of Harlan, was arrested by Harlan City Police Officer Derick Noe Wednesday on a charge of receiving stolen property under $10,000. Osborne was lodged in the Harlan County Detention Center on a $5,000 bond requiring 10 percent cash. Osborne was released on bond Thursday.
