KSP probes shooting involving deputies

Harlan County Sheriff’s Office deputies arrested a woman on trafficking charges shortly after exchanging gunfire with another resident at an apartment on Ivy Hill in Harlan.

According to the citation, Lisa Farley, 31, of Harlan, was served with a search warrant and arrested on charges of first-, second- and third-degree trafficking a controlled substance and possession of drug paraphernalia. Also seized was $830, five suspected morphine pills, five suspected Xanax pills hidden in the bra of Farley, six suspected Tramadol pills in an unmarked pill bottle. There were also some rolling papers, along with a quantity of empty Suboxone strips found inside the residence and four firearms.

The citation also stated that Farley advised the deputies that she had sold some morphine pills earlier for $30 each.

Another citation stated that deputies also seized five suspected Suboxone strips from a pill bottle and two more suspected Suboxone strips in the wallet of Joseph Edwards.

Edwards had been arrested minutes earlier after he allegedly exchanged gunfire with police.

According to previous reports, Edwards, 26, of Harlan, was charged with attempted murder of a police officer and first-degree wanton endangerment of a police officer after opening fire on deputies when they attempted to serve a search warrant at Apartment 2 on 201 Meadow Drive.

Kentucky State Police Det. Kenny Abner stated in the citation, “deputies from the Harlan County Sheriff’s Office attempted to serve a search warrant on Joseph Edward’s residence, subject (Edwards) fired a handgun at the deputies as they made entry into the residence. Deputies returned fire, and after a brief standoff, subject (Edwards) lowered his weapon and surrendered to the deputies. Five deputies were outside the front door of the residence when the shooting occurred.”

The state police were called in by Sheriff Marvin Lipfird due to the exchange of gunfire that initiated.

Several members of the Harlan County Sheriff’s Chaplain Corps were on the scene, along with a crew filming for National Geographic who were doing a ride-along last week with the sheriff’s office.

No one was injured at the scene.

Edwards and Farley were lodged in the Harlan County Detention Center.

Edwards bond was set at $250,000 cash.

Farley was held on a $15,000 cash bond.

The case remains under investigation by Abner. Harlan City Police officers also assisted at the scene.

In other police action, Larry G. Osborne, 22, of Cumberland, was arrested by the Harlan County Sheriff’s Office on Sunday on a warrant obtained by Kentucky State Police Det. Jason Joseph.

According to a release from the sheriff’s office, the warrant stated that during Aug. 13 through Oct. 9 Osborne unlawfully engaged in “deviate sexual intercourse” by means of sexual gratification involving a child under the age of 12.

Osborne was lodged in the Harlan County Detention Center on a $50,000 full cash bond.
